ORGANISATION IN THE DEVELOPMENT OF ITS STRATEGIC PLAN **APPLY ON THE

BACKGROUND
Aoibhneas Domestic Abuse Support for Women and Children
(?Aoibhneas?) was established to respond to the immediate needs of
domestic abuse victims and survivors. Over the years, Aoibhneas has
adapted and expanded its service provision to provide a holistic
approach in tackling the societal issue of domestic abuse.
Aoibhneas was established in **Apply on the website**. At that time
Dublin Corporation provided Aoibhneas with a three-bedroom flat in
Ballymun, to carry out its work. In **Apply on the website**, Dublin
Corporation made notification of a decision to grant planning
permission to Aoibhneas for a purpose-built facility for families
fleeing their home as a result of domestic abuse.
In **Apply on the website**, Aoibhneas relocated to a ten-unit
purpose-built facility in Coolock. Aoibhneas runs the one of largest
refuges in Ireland providing crisis accommodation to **Apply on the
website** families at any one time.
Over three decades, Aoibhneas has grown from supporting the immediate
needs of domestic abuse victims and survivors into a multi-responsive
domestic abuse support agency that provides:
* Self-contained refuge accommodation
* a **Apply on the website**-hour helpline
* a range of community-based supports, including:
* A Community Outreach Service
* Education and Training
* A Court Accompaniment Service
* Therapeutic and Empowerment Support Services
* Drop-in Service and,
* Post Refuge Support Service.
Aoibhneas is core funded by TUSLA Child and Family Agency. The
organisation is a company limited by guarantee with charitable and
approved housing body status.

We at Aoibhneas aim to empower each person to live in freedom and
safety from domestic abuse through a healing process that nurtures and
enables positive growth and societal change.
OUR VISION
To centre stage women and children who are, or have been, affected by
domestic abuse in providing a complete continuum of care arrangement
within a service of excellence.
A complete continuum of care arrangement provides access for women and
children to supports at earliest intervention through:
* provision of prevention and awareness raising programmes,
* community-based support,
* refuge accommodation,
* transitional accommodation and
* post refuge/transitional support.
PRIMARY AIM
Aoibhneas intends to develop a five-year strategic plan for the period

Management team and inform the organisation?s annual business plans
during this period. Aoibhneas intends to appoint an independent
consultant to undertake this project.
AIMS & OBJECTIVES
The overall aim will be to develop a five-year strategic plan for
Aoibhneas. This can be broken down as follows:
* Undertake a review of the outcomes and impacts of the organisations
most recent Strategic Plan (**Apply on the website**).
* Develop a profile of the target group with whom Aoibhneas works
with and alongside and develop a profile that recognises future
demographic trends that relate to this target group.
* Undertake a materiality assessment, through engaging with
stakeholder groups and identify key areas of focus for the
organisation over the next 5 years.
* Map current company management structure and approaches required
to successfully deliver on the Strategic Plan to the end of **Apply on
the website**.
* Factor sustainability into all aspects of the Strategic Plan.
* Collate information from the research and develop a Strategic Plan
that will detail time realistic, achievable, and measurable goals.
* Identify relevant KPI?s for each goal identified.
* Identification of the resources needed to meet goals set out in
the Strategic Plan.
* Identify resource gaps and outline ways and timeframe to fill
these to achieve outcomes of Strategic Plan.
* Provision of a written Strategic Plan in report format along with
soft copy for stakeholder circulation and website display which will
include a breakdown of yearly targets which will inform each Business
Plan over the next five years.
METHODOLOGIES TO BE EMPLOYED
Methodologies employed will be in agreement with Aoibhneas Board which
will be inclusive of and sensitive to all stakeholders.
TIMEFRAME
* Interested consultants will furnish Aoibhneas with a breakdown of
their proposed work, timeframe, costings, and copies of previous work
by 5pm on Monday **Apply on the website**st January **Apply on the

* Aoibhneas Board will aim to appoint its preferred candidate in
February **Apply on the website** and work can commence in March

* Aoibhneas Board will expect a final draft of the plan to be

AREAS FOR CONSIDERATION
All Consultants tendering for this piece of work should include.
* A minimum of 2 references of previous pieces of similar research /
plans.
* A CV and plan that outlines methodology and approach.
* A comprehensive breakdown of charges, timeframes, and a clear
deadline date.
* If a conflict of interest arises all consultants tendering must
declare this in their tender application.
* The Consultant contracted should ideally understand the work
undertaken by Aoibhneas. Additionally, methodologies employed over
this process will enable the Consultant to communicate/engage directly
with stakeholders within an action-oriented, developmental and
transparent context.
PROPOSALS WILL BE CONSIDERED AGAINST THE FOLLOW CRITERIA:
* Quality of the tender document submitted, succinct and well
written, with clear and realistic timelines and project plan.
* Consultants understanding of Aoibhneas, Domestic Abuse and
Homelessness, the NGO sector, and the need for relevant stakeholder
consultation.
* Experience of having previously conducted similar strategic
planning and review projects.
* The project?s value for money and price competitiveness.
PAYMENT WILL TAKE PLACE IN THREE INSTALMENTS:
* On completion stakeholder engagement / data collection process.
* When the first draft is submitted
* On ratification of the completed strategy by Aoibhneas Board
